{"id":13644,"date":"2026-01-28T09:33:19","date_gmt":"2026-01-28T13:33:19","guid":{"rendered":"https:\/\/drealfmgrenada.com\/?p=13644"},"modified":"2026-01-28T09:33:19","modified_gmt":"2026-01-28T13:33:19","slug":"statement-by-prime-minister-and-minister-for-infrastructure-hon-dickon-mitchell-on-the-update-of-projects","status":"publish","type":"post","link":"https:\/\/drealfmgrenada.com\/index.php\/2026\/01\/28\/statement-by-prime-minister-and-minister-for-infrastructure-hon-dickon-mitchell-on-the-update-of-projects\/","title":{"rendered":"Statement By Prime Minister And Minister For Infrastructure Hon Dickon Mitchell On The Update Of Projects"},"content":{"rendered":"<p>The year 2026 marks a pivotal moment for continued focus on national\u00a0 development, with a strong emphasis on improving national infrastructure,\u00a0 with particular emphasis on\u00a0<b>roads and bridges<\/b>.<\/p>\n<p><b>STRATEGY FOR 2026\u00a0<\/b><\/p>\n<p>Our strategy is built on four key pillars:<\/p>\n<ul>\n<li><b>Resilience:\u00a0<\/b>Strengthening infrastructure to withstand climate and\u00a0 environmental challenges.<\/li>\n<li><b>Sustainability:\u00a0<\/b>Promoting green technologies and renewable energy\u00a0 solutions.<\/li>\n<li><b>Innovation:\u00a0<\/b>Leveraging digital transformation and smart systems for\u00a0 efficiency.<\/li>\n<li><b>Connectivity:\u00a0<\/b>Improving transportation and aviation networks for\u00a0 regional and global integration.<\/li>\n<\/ul>\n<p>This approach aligns with national development plans and international best\u00a0 practices, ensuring long-term benefits for citizens and businesses.<\/p>\n<p>Moreover, having regard to the current geopolitical uncertainty and the effect it\u00a0 may have on our economic outlook, 2026 will be approached with deliberate\u00a0 strategy to do more with less whilst employing tighter management and cost\u00a0 saving measures. Projects must be strategically chosen with the higher impact\u00a0 initiatives given priority.<\/p>\n<p>To ensure that the Ministry of Infrastructure consistently achieves value for\u00a0 money, the following measures will be implemented:<\/p>\n<ul>\n<li><b>Standardization of Heavy Equipment Rental and Trucking Rates<\/b>: A\u00a0 comprehensive review and standardization of rental rates will be\u00a0 undertaken to eliminate inconsistencies and ensure fair and competitive\u00a0 pricing.<\/li>\n<li><b>Enhanced Design Reviews<\/b>: Design assessments will evaluate not only\u00a0 structural integrity and functionality but also prioritize cost efficiency to\u00a0 prevent unnecessary expenditures.<\/li>\n<li><b>Targeted Contractor Negotiations<\/b>: Negotiations with contractors will be\u00a0 more deliberate and focused, ensuring that only justifiable and\u00a0 transparent costs are approved.<\/li>\n<li><b>Strengthened Internal Capacity:\u00a0<\/b>The Ministry will expand and enhance\u00a0 its internal technical capacity to manage and supervise major projects\u00a0 in-house, thereby reducing reliance on external consultants.<\/li>\n<\/ul>\n<p><b>STATUS UPDATE MAJOR ONGOING PROJECTS\u00a0<\/b><\/p>\n<ol>\n<li><b>The Cliff Road\u00a0<\/b><\/li>\n<\/ol>\n<p>The Cliff Project was originally designed by Beston Consulting as part of\u00a0 the larger Western Main Road Project. The project seeks to rehabilitate a\u00a0 section of the eastern main road linking Springs\/Woodlands junction to\u00a0 the Cliff\/Woburn Junction (0.6 km long). The works contract is awarded\u00a0 to CCCCI, and the supervision consultant is SAFED Inc. The original\u00a0 contract amount was $16,541,362.60. The estimated cost to complete\u00a0 the project is $7,000,000.00. Payments to Contractor and Consultant (as\u00a0 per approved valuations) are up to date at the time of closure of the\u00a0 financial year 2025.<\/p>\n<p>Payments to landowners for acquisition of project affected will be\u00a0 completed in the first quarter of 2026. The relevant cadastral surveys\u00a0 have been completed and pending submission. Valuations of properties\u00a0 are yet to be done.<\/p>\n<p>Project progress has been very slow due to several factors, most of which\u00a0 can be attributed to the contractor\u2019s slow pace of work despite several\u00a0 interventions.<\/p>\n<p>The promised end of December 2025 completion to allow traffic was\u00a0 delayed due to the following reasons:<\/p>\n<ul>\n<li>Continued delays in the provision of the approved asphalt mix\u00a0 design from the contractor.<\/li>\n<li>The placement of the backfill material and base course is\u00a0 progressing at a suboptimal rate in manly due to the weather.<\/li>\n<\/ul>\n<p><b>The Revised Completion Dates are within Q1 of 2026 (middle of\u00a0 February) for traffic and 100% completion by the end of the quarter.\u00a0<\/b><\/p>\n<ol start=\"2\">\n<li><b>Clozier\u00a0 Retaining Wall\/Road Project\u00a0\u00a0<\/b><\/li>\n<\/ol>\n<p>The Clozier Retaining Wall Project commenced in June 2025 and has\u00a0 been significantly delayed due to unforeseen ground conditions onsite.\u00a0 Consultancy services of SAFED Inc. have been engaged, and additional\u00a0 design work is ongoing to have final designs prepared for the project to\u00a0 be completed. A topographical survey for the area has been completed,\u00a0 which was the cause of the delay in the completion of the additional\u00a0 design works.<\/p>\n<p>Project Financial Details:<\/p>\n<ul>\n<li>The original cost\u00a0 of the project is\u00a0<b>$249,171.01\u00a0<\/b><\/li>\n<li>However, due to\u00a0 unforeseen ground conditions and other challenges faced on the\u00a0 project site, the revised estimate for the entire project has\u00a0 increased to\u00a0<b>$1,367,907.71.\u00a0<\/b>The cost variation includes\u00a0 additional retaining walls and stormwater drains and realignment\u00a0 of the roadway.<\/li>\n<\/ul>\n<p>Owing to the delays the estimated project completion date is May 2026. Work should resume by the middle of February.<\/p>\n<ol start=\"3\">\n<li><b>Willis Road\u00a0 Rehabilitation Project<\/b><\/li>\n<\/ol>\n<p>The Willis Road Rehabilitation Project is a sub-project of the Feeder\u00a0 Roads Project which sought to upgrade ten (10) roads and bridges and\u00a0 which were assigned to Hanover Construction.<\/p>\n<p>To have the project recommence, the Ministry engaged with three local\u00a0 contractors to form a joint venture to have the work completed. However,\u00a0 the week of the contract signing the main partner in the joint venture\u00a0 unfortunately passed. This situation has upended the arrangement and\u00a0 hence the start of the project. The Ministry is making every effort to have\u00a0 the project resume in the first quarter of 2026.<\/p>\n<ol start=\"4\">\n<li><b>Seamoon\u00a0 Cultural Centre\u00a0\u00a0<\/b><\/li>\n<\/ol>\n<p>The Seamoon Cultural Center Project is a culture-based project that\u00a0 seeks to reconstruct the performance facility that was damaged following\u00a0 the passage of Hurricane Ivan. The new project comprises of a main\u00a0 pavilion and performance facility (stage) as well as other ancillary\u00a0 features to create a modern venue for events.<\/p>\n<p>The construction contract is awarded to Kenny\u2019s Trucking &amp; Equipment\u00a0 Services, and the supervision consultant is Glean\u2019s Engineering. The\u00a0 project has faced some delays relating to design changes and subsequent\u00a0 contract amendments which have since been resolved. Works are\u00a0 expected to be completed in Q2 of 2026 (end of May 2026).<\/p>\n<ol start=\"5\">\n<li><b>Snell Hall\u00a0 Bridge\u00a0<\/b><\/li>\n<\/ol>\n<p>A construction contract has been awarded to CAPS Consulting Inc. for\u00a0 the construction of this bridge at a contract cost of $1.4 million. The\u00a0 Works have commenced and are being supervised by the design\u00a0 consultant Mr. William Bautista Cruz of Williams Design Company. A\u00a0 temporary pedestrian bridge has been installed, and vehicular traffic\u00a0 diversion is in place.<\/p>\n<p>The bridge is expected to be completed mid-May. There were some delays\u00a0 due to the weather. One would appreciate that the abutments are being\u00a0 constructed on the riverbed requiring temporary diversion of the natural\u00a0 flow of the river. However, whenever there is heavy rain, this interrupts\u00a0 the work significantly.<\/p>\n<ol start=\"6\">\n<li><b>Sauteurs\u00a0 Costal Protection (Breakwater)\u00a0\u00a0<\/b><\/li>\n<\/ol>\n<p>The Sauteurs Coastal Protection Project is meant to halt and potentially\u00a0 reverse the degradation of a section of coastline in Sauteurs. This is a\u00a0 CDB funded project. The design consultants Smith Warner International\u00a0 have already been retained to supervise the works contractor. Pre<\/p>\n<p>qualification of the works contractor has concluded with two (2)\u00a0 shortlisted contractors being identified. They have since submitted their\u00a0 bids which is currently being reviewed by the Bank.<\/p>\n<p>A final public presentation of the ESIA must be done. The Project\u00a0 Manager and the Social Safeguards and Monitoring and Evaluation\u00a0 Specialist have all been identified and contract negotiations have\u00a0 commenced.<\/p>\n<p>Other things being equal, work should be able to commence in Q2 of\u00a0 2026.<\/p>\n<ol start=\"7\">\n<li><b>St. Johns River\u00a0 Project (River Road)\u00a0<\/b><\/li>\n<\/ol>\n<p>The St. John\u2019s River Project was a flood mitigation project geared towards\u00a0 solving the persistent issue of flooding along River Road, between Mt.\u00a0 Gay\/Steel\u2019s Automotive to the Green Bridge\/Mouth of the St. John\u2019s\u00a0 River. The following phases comprise the entire project:<\/p>\n<p>\u2013 Phase 1 to 4\u00a0 (River Training Works) have been completed<\/p>\n<p>\u2013 Phase 5 &amp; 6\u00a0 (Humpback and Steel\u2019s Bridge Reconstruction) Discussions\u00a0 are ongoing on the best solution. The Ministry will report\u00a0 more on this soon.<\/p>\n<p>\u2013 Phase 7 (Road\u00a0 Rehabilitation) is yet to be completed. However, this will be\u00a0 done in the first quarter of 2026 providing that there are no\u00a0 delays with the availability of asphalt and a competent\u00a0 contractor having regard to other ongoing projects.<\/p>\n<p>\u2013 Moreover, we\u00a0 believe that watershed management is important to reduce\u00a0 the volume of water getting into the St. John\u2019s River.<\/p>\n<p><b>NEW PROJECTS FOR 2026 (Focus: Roads and Bridges)\u00a0<\/b><\/p>\n<p><b>Roads\u00a0<\/b><\/p>\n<p>Design, Build &amp; Finance. Negotiations are almost complete and draft contracts\u00a0 are being prepared<\/p>\n<p>Package 1<\/p>\n<ul>\n<li>Cliff Junction to Maurice Bishop Highway,<\/li>\n<li>Eastern Main\u00a0 Road from Cliff Junction to Westerhall Point<\/li>\n<\/ul>\n<p>Package 2<\/p>\n<ul>\n<li>Mabouya Land\u00a0 Slip<\/li>\n<li>Tempe to Mt.\u00a0 Kimar<\/li>\n<\/ul>\n<p>Package 3<\/p>\n<ul>\n<li>Old Westerhall\u00a0 to St. Pauls Police Station<\/li>\n<\/ul>\n<p>Package 4<\/p>\n<ul>\n<li>Republic Bank Roundabout to Burns Point<\/li>\n<\/ul>\n<p>In addition to these projects, the Ministry will continue to do focused and\u00a0 deliberate maintenance work on our roads in 2026.<\/p>\n<p>\u2013 Grand Etang\u00a0 reinstatement and road widening project<\/p>\n<p>\u2013 Perdmontemp\u2019s\u00a0 to Vincennes Road Project (paving should begin in March. Small walls,\u00a0 sidewalks and gaps are being finalized)<\/p>\n<p><b>Focused Maintenance\u00a0<\/b><\/p>\n<p>\u2013 Eastern Main\u00a0 Road<\/p>\n<p>\u2013 Western Main\u00a0 Road<\/p>\n<p>\u2013 Grenville to\u00a0 Tivoli<\/p>\n<p>\u2013 Town of\u00a0 Grenville (repaving of the entire town)<\/p>\n<p>\u2013 Mt. Moritz\u00a0 Junction to SOL Plant<\/p>\n<p>\u2013 Other secondary\u00a0 roads<\/p>\n<p><b>Pothole Patcher\u00a0<\/b><\/p>\n<p>As part of the drive to improve our efficiency and effectiveness in road\u00a0 maintenance the Ministry procured a pothole patcher truck. This vehicle will be\u00a0 equipped with an asphalt mix tank and tools for cutting and compacting. This\u00a0 truck will be on the move daily addressing potholes.<\/p>\n<p>The truck was scheduled to be driven in a container to the Florida Port,\u00a0 yesterday, 26th\u00a0January 2026, however, due to the bad weather this could not\u00a0 happen. In this regard, the truck should arrive in Grenada by mid-February.<\/p>\n<p><b>Bridges\u00a0<\/b><\/p>\n<p>Marquis<\/p>\n<ul>\n<li>Designs for this bridge have been completed internally, reviewed and are\u00a0 awaiting tendering.<\/li>\n<\/ul>\n<p>A two-lane temporary bypass bridge has been procured and will be\u00a0 installed soon. This must happen before the construction of the bridge\u00a0 begins. The construction of the bridge is expected to begin at the start of\u00a0 the Second Quarter.<\/p>\n<p>There is one relocation that is necessary. There is a workshop in the\u00a0 path of the temporary bypass bridge. Preliminary discussions have been\u00a0 held with the impacted person.<\/p>\n<p>Morne Fendue<\/p>\n<ul>\n<li>The design for this bridge was prepared by Beston Consulting and is\u00a0 pending review and tendering. Tendering and selection of a contractor\u00a0 should be completed in the first quarter of 2026.<\/li>\n<\/ul>\n<p>This bridge, however, must be constructed after the Madeys bridge,\u00a0 since they are the best alternate route for each other. One caveat is that\u00a0 the condition of the Morne Fendue bridge is somewhat worse than that\u00a0of Madeys and it is also on a more critical leg of the main road to Sauteurs.<\/p>\n<p>Mt. Rich<\/p>\n<ul>\n<li>The design for this bridge was prepared by Mr. William Bautista Cruz,\u00a0 and upon completion the tender process will begin. This should be\u00a0 completed in the first quarter of 2026.<\/li>\n<\/ul>\n<p>Since this bridge is on the same leg of the road as Snell Hall, it may be\u00a0 prudent to commence construction soon to reduce the inconvenience to\u00a0 the road users who may have to take two bypasses to reach their\u00a0 destination.<\/p>\n<p>The construction of these bridges (most of which we expect to commence in\u00a0 2026) must be carefully planned to minimize disruptions and inconvenience to\u00a0 residents in the area especially.<\/p>\n<p><b>Police Stations\u00a0<\/b><\/p>\n<p><b>St. David Police Station\u00a0<\/b><\/p>\n<p>Designs and Bills of Quantities have been developed to rehabilitate this\u00a0 building with tendering and construction to commence at the beginning of the\u00a0 second quarter.<\/p>\n<p>The relevant offices housed in this building will be relocated to the fire station\u00a0 adjacent. These include the St. David Magistrate\u2019s Court, Police Station and\u00a0 District Revenue Office.<\/p>\n<p><b>Grenville Police Station\u00a0<\/b><\/p>\n<p>Demolition of the old building will begin in the first quarter of 2026. Designs\u00a0 for the new building will commence once a new location is confirmed.<\/p>\n<p><b>Victoria Police Station\u00a0<\/b><\/p>\n<p>Work is ongoing on the new location (Victoria Hotel Building) and should be\u00a0 completed by the end of the first quarter of 2026.<\/p>\n<p><b>Union Police Station\u00a0<\/b><\/p>\n<p>Work will commence on the renovation of the Union Police Station by the end\u00a0 of the first quarter of 2026 as the entire roof needs to be replaced.<\/p>\n<p><b>Schools\u00a0<\/b><\/p>\n<p><b>Tivoli RC School and Calliste Government School\u00a0<\/b><\/p>\n<p>Both schools are progressing well on time and within budget.<\/p>\n<p><b>Florida Government School\u00a0\u00a0<\/b><\/p>\n<p>Work has just commenced. The contractor is Kenny\u2019s Trucking and Equipment\u00a0 Services<\/p>\n<p><b>Conclusion<\/b><b>\u00a0<\/b><\/p>\n<p>The above is merely a summary of the array of Works being undertaken,\u00a0 managed and supervised by the Ministry for Infrastructure.
