As Permanent Secretaries across the public service prepare to take\u00a0 up their re-assigned portfolios on October 5, 2020, Grenada\u2019s\u00a0Prime Minister has urged\u00a0\u00a0them to adjust their mindset in keeping with the current environment.<\/p>\n
At a meeting with the Permanent Secretaries on Thursday, Prime Minister, Dr. the Right\u00a0\u00a0Honourable Keith Mitchell, said the widespread impact of the COVID-19 pandemic\u00a0\u00a0requires persons in authority to exercise greater responsibility, particularly as it relates to\u00a0\u00a0budgeting.<\/p>\n
He said, \u201cIt cannot be business as usual. We have to dispel the notion that Government\u00a0\u00a0has an unlimited pot of money. In granting approval to ministry expenditure, I ask that you\u00a0\u00a0apply the same principles that you would to your personal budget. In this environment of\u00a0\u00a0reduced revenue, there\u2019s simply no room for arbitrary spending. As accounting officers,\u00a0\u00a0you must show strong leadership and the message of accountability must filter down to\u00a0\u00a0all staff.\u201d<\/p>\n
Dr. Mitchell encouraged a move to bulk purchasing to generate cost savings, and cited\u00a0\u00a0reduced paper usage as another area for cutting Government\u2019s operational costs.<\/p>\n
The Prime Minister also addressed the issues of communications and confidentiality. He\u00a0\u00a0said, \u201cWe are in the midst of restructuring the Government Information Service and\u00a0\u00a0creating a Prime Minister\u2019s Press Secretariat. Through this, we hope to bring about\u00a0\u00a0significant change in the level and quality of Government communications. It is therefore\u00a0\u00a0important for the Public Relations Officers placed within ministries to become integral to\u00a0\u00a0the overall communications agenda and work in closer collaboration with the Press\u00a0\u00a0Secretariat and GIS.\u201d<\/p>\n
On the subject of confidentiality, Dr. Mitchell referenced the recently leaked internal\u00a0\u00a0circular on the temporary suspension of some allowances to new hires within the public\u00a0\u00a0service. He said, \u201cThe breach of confidentiality is a serious issue. It is understandable\u00a0\u00a0that some things happen unwittingly but if a senior officer deliberately shares an internal<\/p>\n
document, this is cause for concern. Situations like this create an atmosphere of mistrust\u00a0\u00a0among everyone and can undermine the work environment.\u201d<\/p>\n
With the addition of some new Permanent Secretaries, Cabinet Secretary, Ms. Ruth\u00a0\u00a0Rouse confirmed that an orientation session will be held this month to familiarise persons\u00a0\u00a0with their roles and responsibilities.<\/p>\n
Thursday\u2019s meeting generated a wealth of feedback from the various Permanent\u00a0\u00a0Secretaries. The comments included the need for formal training for Permanent\u00a0\u00a0Secretaries and greater awareness of security threats as Government increases its\u00a0\u00a0application of available technology. The suggestion was also made for regular\u00a0\u00a0engagements between the Prime Minister and Permanent Secretaries, and this was\u00a0\u00a0welcomed by all.<\/p>\n
In wrapping up the discussions, the Prime Minister wished the Permanent Secretaries all\u00a0\u00a0the best in their new assignments, and he encouraged all to maintain an atmosphere of\u00a0\u00a0close collaboration as Government continues to spearhead the development process.<\/p>\n
