Prime Minister, Dr. the Right Honourable Keith Mitchell has underscored\u00a0 accountability and cooperation as key guiding principles for the proper functioning of the\u00a0 Ministry of Health.<\/p>\n
Continuing his series of meetings with the various ministries, Dr. Mitchell met Wednesday\u00a0 with the Minister of Health, Honourable Nickolas Steele and senior staff in that ministry.<\/p>\n
Reflecting on the recent separation of health and hospital and community services, Dr.\u00a0 Mitchell said the two must function collaboratively.<\/p>\n
The Prime Minister reiterated the revolutionary nature of the division and noted that there\u00a0 will be a period of adjustment. However he said, \u201cNo section of the ministry should make\u00a0 any decision without consulting the other section. There should be no perception that one\u00a0 Minister or Permanent Secretary is more senior than another; maybe with respect to years\u00a0 of service but that is all. Decisions may not always impact the other section but this\u00a0 consultative approach is good for relationship building. Information sharing is also an\u00a0 indicator of effective leadership and helps to pave the way for implementation of policy\u00a0 decisions.\u201d<\/p>\n
On the subject of accountability, Dr. Mitchell said it is important that public officers\u00a0 understand the system under which they operate.<\/p>\n
Speaking specifically to the Permanent Secretaries, he said, \u201cIt is important to understand\u00a0 the rules that guide the operation of the public sector. If you are ever called upon to act\u00a0 in a manner that is not consistent with the rules, you are within your right to seek a\u00a0 directive in writing. There must be accountability in the process and you are the\u00a0 accounting officers.\u201d<\/p>\n
Dr. Mitchell also underscored accountability in relation to human resource matters, citing\u00a0 the absence of appropriate review and appraisal mechanisms.<\/p>\n
He said, \u201cHealth care is about life and death and we cannot endorse irresponsible\u00a0 behaviour that affects the lives of people. It appears that there isn\u2019t sufficient tenacity in\u00a0 the health care system to confront those issues. There seems to be a buddy system that\u00a0 provides protection for individuals rather than seek accountability and discipline where\u00a0 necessary. This cannot be condoned.\u201d<\/p>\n
The meetings with senior ministry staff are primarily geared towards providing a forum for\u00a0 sharing concerns and recommendations.<\/p>\n
Among the issues raised by staff at Wednesday\u2019s meeting were conditions at the Mt. Gay\u00a0 Psychiatric Hospital, the rate of staff turnover; relevant training for nurses and other health\u00a0 staff; the ability of the ministry to adapt to the dynamic health care profile and the impact\u00a0 of chronic diseases on the health care system.<\/p>\n
In his comments, the Health Minister stated that the past year has been a particularly\u00a0 trying one for the Ministry of Health. He said, \u201cThe impact of the COVID-19 pandemic has\u00a0 left health workers tired but they are also stronger and more resilient and I commend all\u00a0 of the efforts. The public has recognised the good work we have done and what we now\u00a0 need to do is focus on the areas that need improvement.\u201d<\/p>\n
The Prime Minister assured the Health Minister and his administrative team of his full\u00a0 support as efforts continue to bring about further improvements in the health sector.<\/p>\n","protected":false},"excerpt":{"rendered":"
